Jeff Blackburn, CPA, PFS, Senior Vice President & Principal
Mr. Blackburn is a native of Johnson City, Tennessee and a magna cum laude graduate of East Tennessee State University. He is a member of the Tennessee Society of CPAs and the American Institute of CPAs.
Jeff, a partner of Blackburn, Childers & Steagall since 1979, concentrates his practice in taxation, consulting and planning. His business consulting includes financing, choice of entity, start up, merger and acquisition. In taxation, he focuses primarily on personal, partnership, estates and trusts.
In 1990, Jeff received his PFS designation and was recognized by the Personal Financial Planning Division of the American Institute of Certified Public Accountants for scoring the second highest score in the September 1990 Personal Financial Specialist exam.
He serves his community as a member of the Advisory Board of the Salvation Army, the Board of Directors of Doe River Gorge Christian Camp and Conference Center and through active involvement at Westminster Presbyterian Church.
David A. Greene, JD, CPA, Trust Officer
Mr. Greene graduated summa cum laude from the University of Tennessee, Knoxville with a Bachelor of Science degree in Accounting and a Finance collateral. He then completed his Law Degree from Washington and Lee University School of Law, concentrating his course work in tax law, corporate law and estate planning. He is licensed to practice in Tennessee and Virginia.
David has several years’ experience in practice focusing on estate planning and administration for clients of all wealth levels. In addition, he also has tax preparation experience in public accounting, where he focused on individual and fiduciary tax compliance. David is experienced in fiduciary services as well. In his position as Trust Officer for Covenant Trust, he assists grantors and beneficiaries through the administration process, helping them achieve their goals. He has served families by acting as executor of a will, or as trustee for a variety of trusts--from testamentary trusts, to irrevocable life insurance trusts, to complex dynastic asset protection trusts.
David's goal is to be a resource to clients and to the planning community to discuss the status of the law, strategies for dealing with the ever-changing tax and regulatory environment, and developing creative solutions to the issues faced by clients. In that vein, he has written and published articles related to tax, trusts, business and estate planning and often speaks to various groups--from seniors, to financial planners and other attorneys--on similar topics.
David volunteers as a high school mock trial coach and also serves as treasurer for a student conference sponsored by Westminster Presbyterian Church in Kingsport, where he and his family are members.
Tommy Greer, CPA, President & Principal
Tommy Greer has more than twenty five years of experience providing accounting and consulting services to a wide variety of clients. Tommy serves as managing partner for Blackburn, Childers & Steagall, PLC.
During his years of experience, Tommy has served clients in such diverse areas as professional services, manufacturing, construction, wholesale/retail businesses, colleges, and nonprofit entities. He has experience providing the following services: audit and tax, management review and consulting to improve profitability, administrative systems, budgeting, financial long range planning, and organizational studies.
He serves on the Board of Elders at his Church and also serves as the Chair of the Finance Committee. He also serves on The Business Journal Advisory Board, and in 2006 was recognized by Standard Publishing as a "Leader in Christian Service."
Tommy received his accounting degree from East Tennessee State University.
Paul Hoilman graduated summa cum laude from East Tennessee State University with a Bachelor of Science degree in Mathematics and a minor in Business. After graduating, Paul was selected in the Major League Baseball draft by the Chicago Cubs, where he spent two All-Star seasons in the minor leagues. He then began his practice as a financial advisor in Johnson City, where he has worked with both individual and corporate clients by providing solutions involving insurance planning, overall financial security and wealth management.
Paul joined BCS Wealth Management and First Covenant Trust & Advisors in March of 2016. He currently holds his Life, Health and Long-Term Care Insurance Licenses as well as his Series 7 and 66 Securities Licenses. He is excited to join the BCS family of companies and develop strong relationships with both clients and colleagues.
His passion for mathematics led him to the financial services industry from an early age, desiring to help friends and loved ones make wise financial decisions with regards to savings, investments and insurance. Paul prides himself on his attention to detail, as well as a continuous aspiration to learn and gain a thorough understanding for everything he practices. In his years serving clients, he has developed an expertise in life insurance, income and asset protection, employee benefits and wealth management.
During his time as a collegiate athlete at ETSU, Paul was a three-time NCAA All-American, a two-time Academic All-American, a finalist for the prestigious Golden Spikes Award and the Inaugural NCAA Homerun Derby Champion in 2010. Paul is active in the local youth baseball community, teaching the game and advising the up and coming players of our area. He resides in Johnson City and is a member of Central Church of Christ.
Eric S. Ratliff, JD, LLM, Senior Vice President & Principal
For the past several years, Mr. Ratliff has advised and worked with numerous financial institutions to create solutions for their clients on issues relating to international and domestic tax, estate and business planning. Eric’s representative engagements span from clients with common estate planning issues to clients with multi-million dollar estates. Eric also represents small businesses, intermediate-sized businesses and multi-national entities to lower their global tax rate by creating entities and mechanisms for global fiscal strategies and succession.
Eric is one of a few practitioners in the Southeastern United States that is both admitted to practice in the United States (Virginia, Tennessee, and South Dakota) as well as the United Kingdom and Wales by way of studies at Oxford University. Through the lawyer’s practice directive, he is qualified to represent clients on location in EU member nations on all issues except local law (conveyancing and probate).
He is a native of Southwest Virginia, and currently resides in Sevierville, Tennessee, with his wife and their two children.
Todd J. Bernhard, CTFA, Trust Officer & Senior Vice President
Mr. Bernhard is a Certified Trust and Financial Advisor and is Chief Executive Officer for Delta Trust. Delta Trust is a South Dakota state chartered bank that administers trusts for an extended, wealthy American family living in multiple locations throughout the United States. Todd has been a trust officer and banker since 1979.
He holds a Bachelor of Science degree in business management from the University of South Dakota. He is also a 1984 graduate of the American Bankers Association National Graduate Trust School. He currently serves on the South Dakota Governor’s Task Force on Trust Administration, Review and Reform.
